What the scouts are saying:

"Lean, athletic, confident, competitive hybrid safety who should be a solid backup and core special-teams player at a minimum given his combination of fluidity, range and physicality. Has starter-caliber ability if he can improve his ball skills, and offers versatility as a "robber" or box defender." (Nolan Nawrocki, NFL.com)

"He played well for the Seminoles while showing good instincts and a nose for the football. Brooks left the game against Miami with a concussion. That caused him to be held out against Wake Forest. He finished the year well and had a quality week at the Senior Bowl. Brooks was excellent at the Combine and blazed an ultra-fast 40 time. If he were bigger, he would go higher.” (WalterFootball.com)

"A former cornerback who is asked to drop down and cover slot receivers, on occasion, demonstrating good balance, fluidity and change of direction for coverage. Brooks is more physical than you might expect given his cornerback background, often dropping down into a linebacker-like role for the Seminoles. Highly aggressive defender who will lower his shoulder and fail to wrap up, leading to some missed tackles. Unreliable hands for the interception. Let several "easy" interceptions slip through his fingers in 2013." (CBSSports.com)
