Why did NFL pick New York/New Jersey to host a Super Bowl?

As Polar Vortex Round 2 sweeps through Chicago, it won't be getting a whole lot warmer in East Rutherford, New Jersey, where the Denver Broncos and Seattle Seahawks will suit up to play in Super Bowl XLVIII. 

The current weather forecast has the high during the day set at 39°F with the low at 23°F by nightfall. 

With the freezing conditions likely to affect Super Bowl festivities, was it smart for the NFL to have the Super Bowl in the New York/New Jersey area?
