Bears make tender offer to RB Bell

The late-season performances of Kahlil Bell, including a 121-yard day against the Green Bay Packers, earned the restricted free agent running back a tender offer from the Bears that guarantees the team the right to match any offer to the three-year veteran out of UCLA.

Bell replaced Marion Barber as the starter in week 15 at Green Bay, where he posted his career-best 121 yards on 23 carries. Bell, who caught 19 passes over the final four games, one for a touchdown against Seattle, averaged more than 4.6 yards per carry for the final five games when his playing time increased dramatically following the knee injury to Matt Forte.

Bell, whose tender offer of 1.25 million, will not bring the Bears compensation in draft choices if he signs an offer sheet from another team.

Bell was an undrafted free agent signed in 2009 by the Minnesota Vikings. He was signed to the Bears practice squad a month later and moved to the active roster in Nov. 2009. He was inactive for all 16 regular-season games and both playoff games in 2010.

Takkarist McKinley, OLB, UCLA

6'2" | 250 lbs.

2016 stats:

61 tackles, 18 TFL, 10 sacks, 6 PD, 3 FF

Projection:

First round

Scouting Report:

"Ascending edge prospect who racked up impressive TFL and sack numbers this year despite a relatively raw approach and skill set. He's a little stiff in his lower body, but flashes good athleticism once the ball is snapped. McKinley's motor is a translatable characteristic, but improved hand usage and pass rush mechanics are what could elevate his game to another level as a starting, 3-4 outside linebacker. " — Lance Zierlein, NFL.com

As part of our coverage leading up to the 2017 NFL Draft we will provide profiles of more than 100 prospects, including a scouting report and video interviews with each player.

Davis Webb, QB, California

6'5" | 229 lbs.

2016 stats:

4,295 YDS, 61.6 CMP%, 37 TD, 12 INT, 135.6 QBR

Projection:

Day 3

Scouting Report:

"System quarterback with more than 65 percent of his attempts coming inside of 10 yards. Webb has enough raw talent to be considered a developmental prospect, but his decision-making and accuracy issues beyond 10 yards is a big red flag that might be tough to overcome in the NFL." — Lance Zierlein, NFL.com
