New CBA could make for a Cespedes free-for-all

The new collective bargaining agreement has been a topic of discussion this offseason, especially when it comes to how the Chicago teams will be able to spend on player development in the future.

The new CBA has a cap on spending in the amateur draft and international signings, making Yoenis Cespedes, Jorge Soler and Geraldo Concepcion the final haul of players teams can spend freely on.

Because of that, White Sox assistant GM Rick Hahn believes the bidding war for these three could become a free-for-all.
