Alderman Tom Tunney made the request due to the neighborhood traffic and congestion during the annual Pride Parade on June 29.
The Cubs will get a rare Sunday off day with the schedule change.
According to Cubs historian Ed Hartig, the doubleheader will be the first scheduled at Wrigley Field since July 4, 1983.
