Why is Trestman so highly coveted?

The Bears are on the verge of hiring a new coach, and there seems to be a sense that Marc Trestman is the favorite over Darell Bevell and Bruce Arians.
Just for the record, Trestman hasn't even coached in the NFL since 2004.
He's coached for multiple teams in the league, but never for more than three seasons. Here is a look at some of the numbers his offenses and quarterbacks put up while he was in charge of the offense.
He was with the 49ers in 1995. His quarterback was Steve Young, with Elvis Grbac as the backup. They were the No. 1 passing offense and scoring offense in the NFL. the Niners scored 28.6 points a game, and Young completed 66.9 percent of his passes.
From there the numbers slowly declined , not surprisingly when Steve Young is not your quarterback.
In 1997, Trestman was the quarterbacks coach for the Lions. He didn't call the plays, but Scott Mitchell was the league's No. 7 passer, throwing 19 touchdowns and 14 interceptions. The Lions were the No. 4 scoring offense.
1998- 2000: Arizona
In 2000 he was offensive coordinator for the Arizona Cardinals. They were the 17th best passing offense with Jake Plummer as the quarterback. The unit was 24th in total yards, and Plummer was terrible that season, throwing 13 touchdowns and 21 interceptions.
In 2003, his final year as Raiders offensive coordinator, his offense was 25th in total offense and 27th in passing. Rich Gannon and Rick Mirer were the signal callers and combined for 9 touchdowns and 9 interceptions.
Trestman's last season in the NFL was in 2004 with Miami, where he did not call plays. The Dolphins were 29th in total offense with Jay Fiedler and A.J. Feely as the quarterbacks.
So outside of Trestman's time with the 49ers with Steve Young as quarterback, the numbers, production and overall success are average at best, considering the teams and signal callers he was dealing with at a given time.
Granted, he's had success in the CFL, but it's not the NFL by any means. It seems odd that with all the coaches out there that he would be the guy the Bears feel they just had to get.
Certainly it could be argued Trestman hasn't been with many winning organizations and hasn't worked with a large number of top quarterbacks, but that also would make his hiring more curious.
If a guy is so coveted and valued as a play caller, an offensive mind, why has he been out of the NFL for so many years? And why didn't he last in the league as a play-caller and leader?
